suffered with cardiac arrest

My cousin is 38 years old and he suffered with cardiac arrest three weeks before. He is an occasional smoker and also uses drugs like meth. He is slowly recovering but he could not speak as well as he is unable to move his right arm. He is afraid whether he can recover to normal position. Please let us know how long it would take for him to completely recover.
